‘Promotion of Social Infrastructure Development. USIF.VI’ Project

Territory of implementation: Dnipropetrovsk, Zaporizhzhia and Kharkiv regions, districts of Donetsk and Luhansk regions under control of Ukraine.
Objectives: provision of internally displaced persons (IDPs) with housing, improvement of social objects (schools and pre-school institutions) in the communities, hosting IDPs.
Implementation status as of  December 2021:
26 objects (subprojects), including 13 residential buildings (basic subprojects), 4 schools and 8 kindergartens (secondary subprojects), are selected for implementation.
Subprojects are being implemented in the following settlements:
  • Dnipropetrovsk region: Kryvy Rih, Pershotravensk;
  • Donetsk region: Mariupol;
  • Zaporizhzhia region: Melitopol, Lantseve (Komysh-Zoryanska amalgamated territorial community), Gulyaypole;
  • Luhansk region: Severodonetsk, Novoaydar, Kreminna;
  • Kharkiv region: Izyum, Chuguiv.
Active implementation of the Project and its subprojects is ongoing. Construction works are being performed. Their completeness and quality are being closely monitored by USIF.
Initially planned construction works are completed at 17 out of 26 subprojects, being implemented under the Project. Considering the remains of funds under ‘implementation of subprojects’ component, additional works are executed at 4 objects.
8 out of 17 subprojects are housing facilities for IDPs, located in Kreminna, Severodonetsk and Novoaydar (Luhansk region), Pershotravensk and Kryvyi Rih (Dnipropetrovsk region), Melitopol (Zaporizhzhia region) and in Mariupol (Donetsk region, 2 SPs).
46 IDP families (117 persons) are already settled in the created for them comfortable apartments. 22 other families (46 persons) are provided with kyes from the apartments and wait for actual settlement in housing facilities, restored in the city of Mariupol and urban type village of Novoaydar.
Corresponding renovation works are accomplished at 3 schools (4 SPs) and 5 kindergartens.
Initially planned construction works are in progress at 9 objects, additional ones – at 2 objects more.
"Promotion of IDPs and Local Residents Employment" was successfully completed In August. 2021. More than 450 people were involved in the program, 23 training events were held, 31 vocational guidance and employment specialists were trained, vocational courses were financed for 114 persons (including 55 IDPs), 74 of whom are currently employed (for more information, see the results at the link).
Implementation of ‘Legal support to local self-government authorities and IDPs’ and ‘Inclusion in communities’ programs is nearing completion.
Dynamic execution of ‘Development of social services in communities’ program is under way.  
Elaboration of the Development Strategy for Severodonetsk territorial town community for the years 2021-2027 and the plan of its implementation was finalized with USIF support. The Strategy was approved on 29.12.2020 by order № 1309 of the head of Severodonetsk military-civil administration.
Elaboration of the Development Strategy for Izyum territorial town community for 2021-2027 and the corresponding action plan for the years 2021-2023 was also completed in 2020.
A number of measures were taken to ensure efficient work in the areas of environmental and social management and management of asbestos-containing materials.
Interested persons can get acquainted with Environmental and Social Management Framework (ESMF), developed for that Project and endorsed by USIF Executive Committee.  
Representatives of the local communities are invited to familiarize themselves with  Environmental and Social Management Plans (ESMPs) of subprojects,  being implemented with USIF support in their  communities in the framework of USIF VI  Project .
These Plans provide information about  possible negative ecological and social impacts, occupational health and labor safety as well as  measures to mitigate these impacts.
